Inspector Clouseau Comes to North Andover I have come to North Andover to help solve trois crimes. At last years contentious élection on a $7.3 million override for a new police station, illegal activity is alleged to have occurred. And it seems to have happened right under the noze of the authorities, including le chef de police, Chef Stanley. The crime scene is the North Andover High School, in particular the entrance road and associated light pools. The time line of the alleged crimes is March 29, 2005 Jour des Élections. Les crimes? Illegal signs posted on light pools, confrontational roodness by a public official and improper language to a gendarme. I have examined the crime scene and have found that the signs and people holding them are now gone. Perhaps I should have visited the area earlier. Nonetheless, I will pursue my investigation with the enthusiasm of a seasoned inspector. I give you my word that these crimes will be solved or my noom is not Inspector Clouseau. Sergeant Joe Friday (just the facts, maam) relayed to me the alleged incidents and potential suspects. It seems as though politique signs for and against the police station override, as well as for candidates, were not only being held by people but were also attached to light pools. Unattended signs on public property are illegal according to the towns élection fonctionnaire, Madame Bradshaw, and this is a well-known campaign rule around le village. The facts are that Madame Bradshaw asked that this rule be enforced. A gendarme was dispatched to carry out lorder. At this time, Chef de Police Stanley was holding a Support Our Police sign and was asked to remove similar signs on nearby light pools. He declined and suggested the request be directed to another nearby sign holder, Monsieur Keith Mitchell, Esq., currently le chair of le North Andover committee de finance. This suspect allegedly demanded (!) to speak with the towns élection fonctionnaire and argued that the unattended sign policy is allowed at every élection. He was alleged to be confrontationale. At that point Chef de Police Stanley is also alleged to have yelled out to le gendarme, Youre another one of those Lanen supporters. You can thank Dan Lanen for the s**t-hole youre in. The reference was to another gendarmes opposition to the override and le off-colour word refers to the local commissariat. These are all very serious charges that moost be investigated. Were politique signs illegally attached to light pools or not? Was a former selectman and now chairman of le committee de finance rood and obstructionist to a gendarme? Was le chef de police guilty of intimidating and embarrassing one of his gendarmes? Je suis Inspector Clouseau. I will get to the buttom of this or I am not the world famous Inspector Clouseau. Kato my jacket, pleeze. Editors note: Because of the alleged incidents above, the president of the Patrolmen and Sergeants union, IBPO Local 496, requested last April that the town manager investigate the matter. The town manager retained the law firm of Collins, Loughran & Peloquin to look into the allegations and surrounding issues. In the last week of this January, Daniel Brown of the law firm released an 11-page report clearing Chief Stanley of any complaints against him.
