Each elected official was judged based on a criteria of how well they knew the issues, advocated for the public's best interest, performed their duties based on the city charter or school committee policies, their public behavior at meetings, the consistency of their votes, their availablity to the public, their handling of budgetary situations, how receptive and responsive they were to different points of view, their willingness to put the time and effort into each issue fairly, and their understanding of public need. Each official was also judged on their ability to be proactive, I.E. their ability to seek out issues and bring them to the table rather than simply react to issues brought up by others.
